Not by inputs alone

The truth is that spending money in government is not easy. As
Accountability Initiative’s PAISA reports highlight, local administration
in India suffers from serious implementation constraints. Funds
are slow to travel through the system, staff capacity is low, vacancies
are high, workloads are unrealistic and work-flow inefficient, making
it near impossible to spend money and get things done efficiently.
